Step 5-
Add Noise

Now things are starting to look like the TV images we're used to seeing. Things still looked a bit to sharp and crisp though, lacking the "under glass" look of a TV image. To fix this, we'll add some noise to flatten the image a bit.

Select Filter->Noise->Add Noise. Set the Amount slider to 50 and Uniform in the Distribution section. Click OK to apply the effect as shown at left.
