Document Structure
HTML 3.2 and Netscape 3.0
Every HTML 3.2 document begins with the following <!DOCTYPE>
declaration (to distinguish HTML 3.2 from other versions of
HTML), followed by HEAD and BODY elements. The TITLE tags are
required. All other tags are optional.

1. <HEAD>

2. <BODY>
... document body (includes block, text, and header elements)
